Each system should develop a derailed mission statement and set of behavoia1 norms (i.e. culture) shared by each facility within the system in under to enhance cohesiveness.

Mission statements are important for organizational structure and success. It accompanies approach to the organization, which is incorporated by providing information related to the values that encourage and promote a general from the central body that runs the system as a whole. Nevertheless, there are particular aspects relating to effect or establishment where they will serve. Healthcare is a dynamic process that goes beyond the biological and social phenomena is connected with cultural, economic, political, and as such is a collective construction. It is a national priority and is in a state policy to build a better society, respect for human rights and fundamental freedoms and strengthen the social and economic development of the nation (Jackson, 1999). The mission represents explicitly what an organization does and establishes the basis for determining and ensuring the consistency of its objectives. It determines whether the organization is different from all other companies operating in the same market. Mission statement creates criteria for assessing the need to perform all actions in the company. It also reconciles the interests of all persons involved with the organization (owners, management, staff, customers, etc.).

The set of behavioral norms or organizational culture can facilitate the implementation of the strategy if there is a strong coherence between the two or, conversely, prevent or delay its implementation.
