Problem

Problem is the perceived gap between the existing state and a desired state, or a deviation from a norm, standard, or status quo. Although most problems turn out to have several solutions (the means to close the gap or correct the deviation), difficulties arise where such means are either not obvious or are not immediately available. It is simply a difficult question or situation with an unknown or unclear answer. The word problem usually describes a negative situation but often it simply refers to a challenge or even an opportunity. Problem is a question to which there is no obvious, immediate answer; a question that requires some work done on it before a solution can be available. A problem is decided by purposes. If someone wants money and when he or she has little money, he or she has a problem. But if someone does not want money, little money is not a problem. Problem is some portions of a situation, which cannot realize purposes. Since problem solvers often neglect the differences of purposes, they cannot capture the true problems. If the purpose is different, the identical situation may be a problem or may not be a problem.

Information needed to solve problem

To solve a problem, needed information and problem-solving capabilities must be brought together. Often the information used in technical problem solving is costly to acquire, transfer, and use in a new location-is, in our terms, sticky. when sticky information needed by problem solvers is held at one site only, problem solving will be carried out at that locus, other things being equal.
