In all cases, a naval base must include a good harbour with sheltered anchorage, factors which usually account for their selection in the first place. Subsequent development depends upon circumstances. At the minimum, many would have stores for providing food and water, and perhaps masts and yards. Others would develop further with workshops, docks, and basins to become fully fledged dockyards, while a few might exist for one particular purpose, such as shipbuilding - e.g. Pembroke, Rochefort.
