Introduction
The purpose of this paper is to critically analyze the role of Supra-nationalisation of the institutional framework in the attainment of a fully-fledged common E.U. migration and asylum policy as envisaged by the Tampere European Council in the year 1999. The policy of EU that partially composes extensive field of justice and home affairs is a rather new area of policy making in EU. The requirement for dealing with these types of concerns in a European context was mentioned for the first time in the Tindemans Report of 1975. However it acquired considerable attention after the European Council meeting in the year 1984 in Fontainebleau. The EU policy for asylum and migration was encompassed in the Union framework after the Treaty of Maastricht. The main objective of this paper is to critically analyse and elaborate the establishment migration and asylum policy of EU. Taking into consideration the four significant factors; countervailing pressures, learning, deliberation, and socialization processes; the Europeanization procedures have been explained in this field.
EU Migration & Asylum Policy followed by the “Tampere European Council 1999 Presidential Conclusions”
A special meeting was held by the European Council in Tampere on the fifteenth and sixteenth of October, 1999 regarding the development of an area of justice, security, and freedom in the European Union. On the onset of the proceedings, viewpoints were exchanged with Mrs Nicole Fontaine, the European Parliament President regarding the major aspects covered in the discussion. The EC is dedicated towards the development of the Union as a realm of justice, security, and freedom by optimally employing the prospects imparted by the Amsterdam Treaty. An influential political message is sent by the European Council for the order of reaffirming the significance of this intent and various policy priorities and orientations have been approved by the EC that would rapidly case this area to turn into reality. This objective is placed by the EC on the top priority of the political agenda. It kept under constant review the developments made toward the implementation of essential measures and achieving the deadlines established by the Vienna Action Plan, the Treaty of Amsterdam, and the current inferences.
