Executive Summary

The hostel for providing ageing care is located in a small town. It currently has a total capacity of 60 places. However, the hostel has become too old and need refurbishment and renovation. In addition, the adjacent parcel of land will also be developed to provide residential ageing care facility containing about 20, two bedrooms, units.

The old facility will provide a new service mix. The new capacity will be limited to only 45 beds in 2 wards. One ward will provide ageing in place facility including both low and high level care and will include 30 beds. The other facility wards will only provide extra services care and will comprise 15 beds. In addition, the facility will also provide community services and will participate in various community programmes. The new facility will house the aged in assisted care living.

The two projects of renovation of the old building and the construction of the new building will commence simultaneously. The two projects will be managed by a professional project manager. The entire funding for both the projects will come from changes in the services mix. The selling of extra service bonds and the advance leasing of the residential ageing care units will provide the complete capital budget for development. This will also call for effective marketing strategy and approach that is able to provide the off take of the facility capacity.

The staffing needs for the two facilities will be met through new hiring which will be guided by the manager of the facility. Every step will be taken to provide continued service to the existing aged living in the facility while the renovation work is done on the premises. Introduction

The Shire aged care facility is a hostel which provides about 60 beds for the elderly and has been in operation for the past 15 years. It is located in a small town which has an elderly population of 1,100 (over 65 years) while the total small town population is only about 8,000 residents. This small town is located with a catchment area known as Shire which has an additional elderly population of 3,300 (over 65 years) while the total population of Shire is 35,000.

The hostel for the elderly has become too old and orthodox and there is a dire need to upgrade the hostel to aged care facility providing ageing in place. Ageing in place provides both high level and low level of care for the aged population. In addition, the hostel also owns the adjacent property which is more than 2,000 square meters.
