In 1981, through a joint resolution between the Ministry of Defense and the Education Ministry, it was decided that pre-military training would be implemented as a compulsory subject in secondary school in the final two years of school, before going to university. The first regions where these classes were given were in the border regions (Táchira, Zulia, Apure, Amazonas and Bolívar), but the next year other states had adopted them, such as Lara, in which the author writing these lines lived at the time.
