The crucial issue is the decision to pay as per the job requirements and the applicants approached. There were two jobs in the open, A and B. More job applicants came for job A. The decision makers found this as a problematic situation to make equal pay for both the jobs or not. The decision makers thought to pay less the applicants for the job A.
