Residential Building Codes and their Enforcement

Most of the tasks have been structures that have withstood the check of time.(100+years) There were obligations by apprenticeship for carpenters and builders, but no cipher inforcement when these organisations were initially built. For the most part, it appears that these structures only failed due to need of maintenance~ neglect. Today in my locality, Baltimore County, MD there are no ability or teaching obligations to become a builder, dwelling enhancement contractor or even to call yourself a carpenter.
