I would like to disagree with the suggestion made by Rafat Dasan on logical grounds and logical premise. I believe in the fact that the department is said to be based on the mission and vision of the organization which is developed by the top most hierarchy. It is based on the needs and wants of the mission and vision of the organization developed by the top most hierarchy that the sub departments are developed.
