Introduction

The issue of social rehabilitation for offenders is of paramount importance to society since their main objective is the rehabilitation of those who have committed crimes, and rehabilitation of these programs depends heavily integration again putting at risk the safety of citizens. Is also important to know the functioning of prisons to verify that they are humanitarian principles and realize the utmost importance of the management, supervisory and staff training, to help the inmates to take a rehabilitation quality. The main rationale behind this issue is that the social rehabilitation of offenders, it is extremely important for society to never again suffer from the same offenses for which the offender was admitted to the prison. Three Strikes

The regulation known as "three strikes" used to punish defendants i.e. those having committed two prior felonies, again commit another crime, whatever their severity, leading to a life imprisonment without the possibility of parole before 25 years. If we seek a concrete example that allows us to understand its operation observe that California law allows an accused of three crimes against property cannot become compliant violent a minimum sentence of 25 years (Chen, 2000). As it has been highlighted that such a criminal enforcing a sentence longer than a second-degree murderer to not repeat offending is applied allows us to appreciate the severity of the California standard.

The application of the law "three strikes and you're out" to a person accused of an offense of robbery is sentenced to life imprisonment with the obligation to serve a sentence of not less than 25 years. Recent statistics show that the law "Three strikes and you're out" is not being applied only to prosecute and convict dangerous career criminals and violent for which it was created, but instead is often used to prosecute nonviolent offenders (Chen, 2000). This point has caused many prestigious American criminologists assert that the number of crime has dropped in the state of California rapidly due to various socio-economic factors: the strength of the economy, reducing the number age people prone to crime and lowering the number of vendettas between drug users. Without that, in any case, this decline has been caused by crime by applying the regulations of recidivism, quite the contrary.
