INTRODUCTION

Recruitment is defined as the process of attracting individuals in sufficient number and with appropriate attributes to apply for employment in the organization. It can also be defined as the process of identifying and attracting qualified suitable applicants in the organization (Inglehart, 1997, 548-562).

It is important to note that plans for recruitment, selection, training and assessment should reflect the goal of promoting and selecting the employees of the company which includes the development of company policy, plans for human resources and recruitment practice. The strategic recruitment and Selection, is the technique of choice or choose from a set of candidate to the right people to fill the posts in the company, therefore the main objective of recruitment is to have the largest number of people available, who meet the job requirements or charges to cover the organization (Imundo, 1985, 56-89). As a process, recruitment and selection involves, a sequence defined conditions and steps aimed at the search of selection and recruitment of qualified staff to meet the needs of the company according to the requirements and specifications of different jobs in the organization

Research Background

The choice of Northampton Borough Council is made because the public service is a labour intensive sector where quality of the service depends on the quality of the employees. When viewed from this perspective, it can be said that the recruitment and selection presents one of the most significant practices for Northampton Borough Council. Policies must be consistent with the objectives of the organization, so contributing to increase the degree of involvement of people and to align the interests of different organizational actors (Mirsepassi, 1999, 56-79). This involves directing the management in order to generate positive changes needed in the organizational culture so that it becomes necessity basic public services, developing a resource management system human, through the implementation of policies, permits to link the contribution of people to achieve the corporate strategy (Dale, 2003, 96-236). According to Kang, Morris, (2007), the recruitment process includes the development of a set of actions to established knowledge and experience of applicants and assessing their Skills, potential and personality characteristics by applying Psychometric test chosen for this purpose” (p. 56). The purpose of this process is to fill positions or charges according to the specifications and requirements, set forth in the Schedule of requirement of staff.

Organizations for normal and efficient operation have to have appropriate people, in the right places. In other words it is essential to human resources of quality as the most important asset of organizations to consist of the people who are carefully selected.
