Introduction

According to definition of rape, if any individual makes sexual attempt to other person without his or her content then, he make a rape attempt. Current definition of rape according to The Sexual Offences Act 2003 (the Act) which, come into force on 1st May 2004, rape is encountered when vagina, anus or mouth is penetrated by a penis. By definition of these laws, women found some courage to report against men, otherwise no women dare to complain about their rape or rape attempts. Women are always a victim from past history for sexual tortures and rapes. Almost in each part of the world, there is several rape and sexual harassment cases are observed one after another month (Ellis, L., & Walsh, A., 2003). There is no one to keep an eye on such cases, and if cases are found in small villages or towns, then it is almost impossible to catch victim who made rape attempt. In this article, we give an overview of the rape which was encountered in a small village by police officers and government officials at police Station. In this case, we will find that how village women become victim to rape cases at police stations and, there is no one who support them. Victim of this case is Ms Herat P.N.Sriyalatha wo reported about her sexual and mental torture at 8 March, 2002. She was being tortured and raped, without letting her know about her charge. She was treated like an animal at police station, tortured stripped naked, and raped with a pipe pole which made her to bleed all time and severe pain.

Discussion

According to (CAT, 1984), rape has also become one of the attempt of torture and inhuman activities. Unfortunately, government officials and police officers are also involved in such tortures. UDHR and ICCPR also focused in elimination of violence against women in many countries but, failed.

This case is a tragic and violent rape case of women who lived in a small town of Sri Lanka. AHRC found this news from Sri Lanka and, appealed in the court but, until there is no action taken on that case. Ms Herat P.N.Sriyalatha lived in a small town of Sri Lanka, where her father was also threatened by the Police to accuse charge on him. It is the small and remote village; it is also difficult to commit a lawyer for this case. She made an appeal to the Magistrate of the Wariapola magistrate in her own language Sinhala. She told him, that she was caught without any charge from her home while she was taking bath on 8 march, 2002 at 6:15 am. She had taken names of three police officers Ananda, Rathnatileke and Warnakulasuriya who raped her at night. They just did not rape her brutally but, they made a great torture which made her lame and faint all the time.
