Introduction

There are three main issues that affect the poor, low-income neighborhoods. These issues include health, poverty, education, and in some cases, resources. just like a formula, if we can solve for “A”, we may get the answers for “B” and “C”. Considering “A” as education, which gives you access to the world if you so desire. Many low-income, poverty ridden areas face this issue. The goal today is to change the mindset of the youth and the community and to bring awareness to solutions that are available. Most of these areas are stigmatized with below subpar performances, standards, and expectations because of their inability to do anything. All of that can change through the power of education.

One of the first steps is eliminating the theory of graduating high school is the end all be all. The culprit behind this ideology is the massive drop-out rate around the country but more so in urban neighborhoods. The community as a whole needs to transform those thoughts and ideas to better prepare the youth for a brighter and prosperous future. Research presents that there are over three million high school children dropping out annually across the country. Thirty six percent of those drop out of school; seventy five percent of crimes were committed by the drop outs. This brings us to the next point; sixty percent if the black males that are in prison are drop outs. This equates to ninety percent of jobs in America a high school dropout is not eligible for.

This paper highlights the importance of education, presenting it as a public good and emphasizing the fact that it must be provided equally to all, irrespective of any sort of gender, class, color, or creed differences. Due to the immense social benefits that education imparts to the society, the public administration must adopt appropriate measures for the order of ameliorating education better in the inner city. The main purpose of this paper is to recognize the immense importance of education in the society and the steps that must be taken by the public administration for the order of ensuring the provision of education to all and enhancing the quality of the education provided.

Education is a Public Good and Must be Provided to All

It is often argued that education may not be considered as a public good for the fact that it does not meet any of the two characteristics; non-rivalrousness and non-excludability. It is argued that entering into the educational institutions may be restrained to some, and others may be ruled out; and as the admission places are usually given, consumption by or admission to some, essentially indicates diminution in the levels of consumption of others.
