Introduction

The result in most cases is always rehabilitation or punishment, when a crime is committed. To control crime effectively, these are the two ways of the criminal justice system. The person will be incarcerated for committing the crime or deterred from committing another crime after he or she who has committed the crime is sentenced or punished. Deterrence of crimes is created by punishment of offenders and to reduce the rate of recidivism, rehabilitation is used. A growing debate exists on effectiveness and selection of rehabilitation or punishment.

Among law makers, the debate is depended upon the factors, like, the community, the victims, the offender and the victim's families. The consequence of undesired behavior is referred to punishment (Singer, 1970). Depending upon the nature of consequence, the punishment can be positive or negative. When dealing with offenders who commit crimes, punishment is the primary goal, in the United States. The most common way of showing deterrence is punishment by incarceration.

Discussion

The probability of occurring undesirable behaviors can be decreased by punishment and the probability of desirable behaviors can be increased by reinforcement. Punishments and reinforcements are administered by managers in organizations, who are leaders. When the desirable behavior of subordinate is reinforced by a leader positively then behavior is rewarded by the leader (Podsakoff & Et.al, 1984). The performance of employee at high levels is ensured by the leader reward behavior. Subordinates who perform undesired behavior are responded negatively or reprimands by the leader that also results in leader punishing behavior.
