The paper focuses over the development of the court system in Puerto Rico. In order to structure the court system of the Puerto Rico the research was made over the existing effective judicial systems of the United States of America. The research was made over the judicial systems of California, Texas and Maryland in order to layout an effective and comprehensive structure of the Puerto Rico courts. The background of Puerto Rico is also discussed in this paper. Keeping in view the existing court systems and the geographic and social value of Puerto Rico a helpful court system is laid down in this paper.Contents

Introduction
The courts and judicial systems play an important role in the betterment and growth of any country. The courts are the independent branch of government that enforces the rule of law, solves different issues and protects and safeguards the rights of individuals. Justice is the main thread that makes society work in peaceful existence. It is the behavior of normal human being that they commit crimes. In order to control crime and maintain law and order situations the court systems must be effective. The basic need for an effective and strong court system in Puerto Rico is the ascending crime rates.
Hence the paper focuses over the approach to develop a strong court system in Puerto Rico. Puerto Rico is one of the states in US. The court system is part of the legal system. The laws are made, implemented and interpreted with in a state. The laws are made by legislators and they are enforced by the bureaucrats and interpreted by the court. All of these systems work to gather in order to eliminate, monitor and control crime in the state. The United States is the federal government which means that there is a federal government and series of state governments (Neubauer, et.al, 2012). This means that each state has to structure their own laws keeping in view the geographical, social and cultural values. The courts are structured keeping in view the judicial appointment.
The courts systems are structured in a hierarchical method. The cases start from the lower courts these are also referred as minor trial courts that are based on the district level. The cases are originated and dealt initially in these courts. After this, there are appellate courts where the victims can raise their voice for the appeals of the cases.
