Introduction

The services, which are provided by the government to the citizens are referred as Public services. Public services include Healthcare services, Education, Broadcasting, Education, Electricity, Environmental protection, Fire service, Gas, Military and many more. These services are providing, either through public sector or through financing private provisions. These services are tied to the income of an individual.

The current public services employee now typically earns more in salary/benefits than their private sector counterpart, though this is due as much (or more) to downward pressure on the social wage in the private sector as it is to upward pressure on salaries and benefits in the public sector Most of the public services are provided by monopolistic firms or privatized firms. The public services are characterized by public goods and merit goods. Public goods are those goods which are non-excludable and merit goods are under supplied in the market. Public services are not manufactured good but includes services only. The wage structure in the public sector is sometimes better than in the private sector at the same level. This is because the private sector is driven by competition and; therefore, labour market also faces competition which leads to competitive salaries. On the other hand, public sector wages are decided by the government which faces regular pressures from public workers.Why Public Service Matters

One of the significant evolutions of the last decade is the reform in public service. Public administration and service has become a separate entity. Studies and researches are conducted to improve and better implement the service public activities. Its use is not confined to a single field. Businesses, individuals, and governments are making most of this revolution. This paper highlights the significance of public service with respect to the changing universal service needs.

Definition of Public Service

Public service is the support provided by government or its agencies to the community or a nation as a whole. It is the administrative capacity of the bodies, responsible for the management and resources. The availability of resources alone is not enough; therefore, good governance of resources is a key success factor of public service. Public service is important to provide a stable, reliable and impartial, public service to the government. It may include fair price, advertising and pay policies. These policies are required to be in favour of the people.

Providing Quality Human Resource

Public service is supports in increasing the effectiveness and efficiency of the government by providing quality human resource. The purpose is to ensure the implementation of diversified services to the public and its national development (Joyce 2011, pp. 2).
