Introduction

There is no other period, in the life of human beings in which they learn and develop so rapidly as in infancy. The attention and care received by children during the first eight years of life and especially in the initial three years-are critical and influence the rest of their lives. Learning is not limited to children of a certain age does not depend on the existence of a structured school environment. In fact, babies learn quickly from birth. Grow and learn when they receive affection, attention and stimulation, in addition to appropriate nutrition, and proper health care. Investments in the development of children through learning activities in early childhood and school readiness as well as activities related to health and nutrition increase the chances of completing primary school (Casper, Theilheimer, 2009).

When it encourages children to play and investigate, helped to learn and advance their social and emotional development, physical and intellectual. Do not underestimate the importance of play in cognitive development. The game plays a crucial role with respect to the learning of children, regardless of their actual content. The game play is a powerful learning experience and multifaceted. Children's play involves exploration, experimentation with language, knowledge and development of social skills. Children learn behavior mimics the behavior of those around them. Parents, teachers and others who care for them must have the knowledge and skills necessary to provide early childhood the best learning environment and interaction. Both parents and others who have dependent children should be able to recognize the signs and symptoms that indicate poor growth and development of children (Casper, Theilheimer, 2009).

Keeping in view this factor, a new policy named early learning act was introduced in the United States of America. This paper would focus on the study and analysis of Early Learning Act.

Major Elements of the policy

United States Sen. Barbara Boxer (D-California) recently gave young kids a big boost by introducing legislation intended to increase support for preschool programs, including language instruction. The Early Learning Proficiency Act (S. 1722) makes two small, but substantial changes to the Elementary and Secondary Education Act of 1965. First, it would require states to issue guidance to local educational agencies about permissible uses of school improvement funds under Title I of the ESEA to serve preschool children. Second, the bill would amend Title III of the ESEA to allow LEAs to use sub grant funds under the English language acquisition and language enhancement program to develop and implement preschool language programs (Casper, Theilheimer, 2009). Currently, Title I provide financial assistance to LEAs and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet state academic standards. Federal funds are currently allocated through four statutory formulas that are based primarily on census poverty estimates and the cost of education in each state.
