The main purpose of observing an effective leadership within the public sector encircles aspects of strengthening public administrative departments in order to provide effective service delivery.
The environment in which the public administration operates within the Sub-Saharan and African regions are usually encircled with complex challenges such as the national debt, corrupt government infrastructure, human rights violation, HIV/AIDs and other infectious diseases.
