The Charter of Fundamental Rights of the European Union got into effect in the year 2000 after it was signed and proclaimed by the European Parliament, the European Commission and by the EU member states. This also comprised of the European Council. It became the first formal EU document that combined all the human rights under a single text. The rights related to the good administration and the clean environment have also been covered the Charter of Fundamental Rights of the European Union. The prime objective of the Charter is to increase the visibility of the rights mentioned in it. The inclusion of rights must also fulfil the foundations laid down by the European Convention on (ECHR) , (COE), (UN) and (ILO) agreements. Background of the Treaty of Lisbon

The Lisbon Treaty represents even more support for these principles. A follow up on the failed attempt at establishing a European Constitution, the Lisbon Treaty highlights changes in the EU environment. The shift in the Council of Ministers from unanimous decision-making to modified, double majority QMV allows individual nations' interests and interactions to become more important. One of the major criticisms of the Lisbon Treaty is that moves power away from national governments and centralizes the power of the EU itself. These expansions and changes in its technical capacity reflect a growing climate in which the EU continued to add more and more to its authority. The expansion of its authority and the institutional growth it underwent at this time was a major step forward for the EU, and allowed it t o make greater use of its discretion than ever before. This process supports the interpretation that member states moved toward a fire alarm model, since they allowed the EU more discretion and did not seek direct control in the way that they had previously.

The role of EU Charter in protecting human rights

The Charter provides clear guidelines for the people in EU to have a better understanding related to their extent of their rights. The violation by the European Institutions cannot be afforded at all. The main reason is that it is not just going to cause the violation of the human rights but it is also going to affect the clauses of the European Union Law. People should appreciate the role of EU in their lives because its laws play a major role in the protection of the human rights. The major role of the Charter is to create maximum awareness of the fundamental rights of the people. This is the reason why the Lisbon Treaty increased the scope of the Charter in applying the EU laws in the best possible way.
