Introduction

Justice and fair system are two essential pillars which lay the foundation of a peaceful society. It is a famous saying that Peace and Justice are two sides of the same coin. In order to bring peace, justice has to be done (Sharma, 2011). History of the justice system and courts way backs to the evolutionary period of the society. With the passage of time, it transformed from local councils to district or Royal courts. The progress continued and from religious courts to social courts man started the journey towards a proper judicial system. This judicial system aims to provide justice to all individuals in the society and try to create a fair system on the basis of Equality. Before the establishment and implementation of the constitution of America, Articles of confederation governed American justice system. The function of government was secured by the Congress (Carp and Stidham, 2001). By the time, certain developments were made in the legislation and judicial process. All states and territories that come under the authority of United States of America follow the judicial process with few amendments. In this research paper, we will propose a court system for Puerto R. Puerto Rico is an independent commonwealth associated with the United States of America.

A Brief Introduction to Puerto Rico

Puerto Rico is an independent unincorporated territory of United States of America. It is a commonwealth which is freely affiliated with America. It is termed as “Unincorporated territory” because it does not aim towards the status of a separate state. It is a small territory, and in case it was a state, it would be the smallest state of America (Flores, 2009). Puerto rico is situated in Caribbean Sea. It is located between Virgin Island of United States and Hispaniola Island. The language spoken is Spanish (Marcus, 2005).

The population of Puerto Rico is estimated as 3.989 million. Puerto Rico includes different races and communities. It is a thickly populated island which represents a fusion of different races. Puerto Rico has a diverse culture due to the presence of many races. The citizens of Puerto Rico are termed as “Puerto Ricans”. They are considered as American citizens, but they pay no tax to American federal government. Puerto Rican citizens enjoy their individual identity and are proud of their independent authority. Puerto Rico has 78 municipalities having equivalent status of counties (www.topuertorico.org).

Puerto rico is an unincorporated United States territory. This is the reason that American governmental process and the constitution have a vast impact on the policy making of Puerto Rico (Anonymous, 2013).

According to the constitution of Puerto Rico, Democratic system is preferred to run the functions of territory. The constitution was passed by Congress. It affirms the union and affiliation of Puerto Rico with the United States of America. It declared Puerto Rico as a commonwealth in which people will be considered as centre of power (www.oslpr.org).
