Project management also provides an objective and highly effective means of coordinating all effort to get work done, despite any politics, cultural differences, language barriers, technological issues, cost pressures, regulatory requirements, ethical dilemmas, etc. In fact, project management greatly and directly helps navigate through these challenges by keeping the eye of the organization on the road and driving steadily toward its destination. Thus, the key for most companies in today's high-growth, high-pressure, unpredictable, and ever-changing business landscape is to adopt, customize, and apply a project management discipline and practice that helps structure all of their efforts, at every level, efficiently to fully reach their goals (Adam, 2009, 317).

Planning" or the "Planning and Scoping" phase. No matter what it's called, this is arguably the most important phase of the project as its main aim is to ensure everybody is aligned and in agreement on how the project will be accomplished. This alignment and agreement is materialized in the Project Plan document which is the main deliverable at this stage and which contains all the necessary information about the project. In order to deliver the Project Plan, the project manager starts by collecting all the relevant information about the project goals, software, hardware and human resource requirements and the associated project risks (Adam, 2009, 317).

In the same time there are rapid growth and use of international strategy amongst multinational enterprises (MNEs) from both advanced and emerging markets. They have benefited tremendously from International strategy alliance, outsource parts to exploit resources and knowledge/technology expertise from other countries, to gain international market share. All these MNEs activities have to be carefully handle, as it affects world economies, and when scope enlarge, risks and complexities expands. Indeed there are genuine needs for ERM as illustrated (Aramo-Immonen, 2009, 582).

The factors that characterize and, in many occasions, shape the development process of a project, affect to a great extend the determination of its risk level. In the present research, five main characteristics of the software development projects will be studied. The first of these is Project Scope, which in this case is going to be studied through an indicator, Project Duration. This indicator is selected as the measure for project scope because, the collection of duration information is easy for most projects and it is suitable to survey-based data collection procedures (Axson, 2007, 65).

The second characteristic has to do with whether a project is carried out totally In-house or in collaboration with external providers (Outsourcing).
