The fundamentals of project management are unchanged, irrespective of different types of project undertaken. A project can be related to automotive, engineering, construction or information systems (Haughey, 2013). The concerned case study is regarding adoption of new information systems in social services. The council is issued an ultimatum by the government to implement newly legislated information systems in a period of less than one year. According to Haughey, a project is comprised of five essential process groups or phases. These are:

Project Definition;

Project Initiation;

Project Planning;

Project Execution;

Project Monitoring and Control, and;

Project Closure

The first step is thus defining the project. This phase suggests defining the goals and key critical success factors for a given project. The next is the initiation of the project. This phase requires establishing necessary set-ups and other requirements with respect to resources in order to initialize the project work. Thus the initiation phase requires a proper selection of staff members that will form the basis of the project management team.

Staff members that should form the core of the project management team should include: the SSIS manager, Training manager, four section managers and at least two members for the administration team. The SSIS Manager is the chief information systems manager and thus possesses the necessary skills and knowledge base to initiate the project and lead it to its closure. Training manager would also play an elementary part in successful completion of the project. Since the new information systems would require trainings for more than 200 staff members, his knowledge and skill sets would be essential in attaining successful implementation of the project. Section managers are also vital to the team. They are experienced project managers and each of the 4 should be assigned tasks with respect to project's time, costs, quality, human resource, communications and risk management. Finally, the two administrative managers should be made accountable to align their efforts with those of the hardware and software supplier. And streamline the procurement efforts effectively and with efficiency. The project board would constitute the project manager that is SSIS manager. It would also include the training manager, two primary section managers and one member of the administrative team.
