Policing is one of the most crucial elements in the sustainability of public order and enforcement of the law. It is one of the most fundamental elements of a society, which helps it to nourish and develop. Its fundamental responsibilities are comprised of the safety and security of public and their properties. In this regard, it is substantially important to appropriately identify the crime and take appropriate measures to prevent its occurrence. The maintenance of law and order in a society is the key to improvise its development; however, the deviant factor of crime restricts the development by disturbing the public order. Conventionally, the concept of policing was merely based upon catching criminals after the crime has been committed, and damage to public safety had occurred. However, the proactive approach, in the prevention of crime, is highly appreciated and promoted in contemporary times. One of these appreciations of proactive approach for crime prevention is the sub department known as Problem Oriented Policing (POP). This paper will provide the detailed explication of the Problem Oriented Policing (POP).
Problem Oriented Policing (POP)
Problem Oriented Policing (POP) is a proactive approach to prevent common crimes in specific areas, in a community. POP works with the acquisition of community's assistance for the identification of crime and its frequency in occurrence. In this approach for crime prevention, the police combine its efforts with the experiences of community members to analyze all the factors, which directs towards the root cause of any specific problem in any specific area. After analyzing all of the factors, POP aims to identify the root cause of the problem in the community and tends to eliminate the root cause of the problem. This procedure signifies the problem oriented nature of this approach for policing (Bullock & Tilley, 2012).
POP is a highly efficient approach to crime prevention because it targets the root cause of the problem, which is frequent in its occurrence and it wastes a significant amount of time and resources of Community Oriented Policing (Tilley, 2010). For example, if a specific place in a community has been used for illegal drug supply to common people and violent gang clashes, then POP will identify the root cause of the problem, such as the location or neighborhood, and take appropriate measures in the form of police raids or operations to completely remove this illegal activity and criminal behaviors.
Origin
The concept of problem oriented approach to policing was presented by Herman Goldstein, initially in 1979. However, the full description of this concept was presented in a book written by Goldstein in 1990. The book was titled with the similar name to the approach that is “Problem Oriented Policing” (Cordner & Biebel, 2005).
