Introduction

Currently, attention on higher education for the indigenous population is extremely low due to several factors discussed in this document such as racism and discrimination that has prevailed in our country since colonial times. As part of the international struggle for the rights of indigenous peoples, numerous proposals have generated to insert into education systems at different levels, such as intercultural education especially in South American countries and Mexico.

In US, there are small steps on the basis of the peace agreements and implementation of intercultural bilingual education, at primary and secondary level. However, there have not been many efforts made according to the proposals and demands of indigenous peoples. Therefore, it is essential to review and reconsideration of plans, programs and curriculum, in general.

The universities which have contributed to this approach are: The literature search conducted for the preparation of this document makes evident, once again, the feeling of contempt and rejection of the power groups against indigenous peoples and, thus, they are indifference to their demands and needs. It should then start with the recognition of the inequalities in our country to transform monocultural education, which in the process, encourages the loss of community identity due to the absence of programs to intercultural education.

Discussion

Racist violence is an extreme form of racial discrimination that has serious implications for the enjoyment of human rights of children. Government authorities or other children may commit acts of violence against the children of minorities and migrant workers. In Europe, increased racial tensions in the community generally, are reflected in the rise of racism and the use of violence against children in schools. In another vein, foreign occupation can dramatically increase the vulnerability of children to official racist violence. A recent report on the situation of children in a Middle Eastern country states that in 1997 and 1998, the military occupation authorities continued to make inroads in schools and institutions that attended the children of minority groups.

Acts of racial discrimination are not limited to active discrimination against the children of minorities and migrant workers. The acts of omission or failure to prevent racial discrimination can also be considered acts of racial discrimination. Thus, the inability to prevent racial discrimination in education and training to address issues relevant to the enjoyment of human rights of children of minorities and migrants can constitute racial discrimination. Such acts include the lack of school curricula or training to meet the needs of these children. Racial discrimination is considered a distinction, exclusion, restriction or preference based on race, color, descent or national or ethnic origin to deny these children's human rights, enjoyed by the majority group. For example, the rights are the equality of education, the right to freedom of expression, the right to culture, and so on.
