As a director of FBI, I will focus on establishing the US Patriot Act. The anti-terrorist law also limits judicial action wiretaps and Internet surveillance. The new law requires judges to authorize the FBI to obtain information on calls and messages from a user suspect. Supposedly, the FBI can only examine the direction of the messages, not the contents. FBI in this situation has to act drastically and there is no alternative of this situation. The concept of national security has always been in the grey area and this region has to be controlled by the government. The court order would allow the FBI to investigate, for example, what websites a user has visited.

The FBI should be authorized to conduct a physical search or eavesdrop with the alleged purpose of obtaining evidence without having to prove that there is probable cause against the accused. While the FBI FISA court will maintain that the reason for the request for a search warrant is security, the judge will is obliged to provide a warrant, even if it is a U.S. citizen, except for research affecting activities protected by the First Amendment. The judge, however will dictate the order if the FBI specifies that the research in question is an investigation into safety issues or foreign intelligence. It should be noted that the term external security (foreign intelligence) as defined in the text of the law includes any communication that criticizes U.S. foreign policy. In other words, the FBI has no obligation to present any evidence that a crime has been committed to obtain a warrant. This act will insure national security and make sure a crime is stopped before it can ever happen. But the question is till what extent will we go to protect our nation?

The judge has no choice: it is sufficient that the FBI explicit in its application that requires certain documents to carry out a safety investigation. Documents can be of any kind: medical records, psychiatric, financial reports, reports made by drug companies during the hiring process, or reports of non-governmental immigration.

Financial institutions will be monitored daily and all the financial transaction will be monitored in accordance with the law and analysis will be done all suspicious transactions. These institutions will report any suspicious activity through the implementation of this Act.

All warrants shall be valid throughout the territory of the U.S. and may be issued by any judge in any court in the country. In practice, this means that the FBI can obtain a court order in Alabama that is applicable in the State of Oregon. This process will be implicated practically and will assist the FBI to apprehend the criminals.
