Introduction
Special education refers to the students' education having special needs in order to consider individual needs and differences of individual student. Preferably, this process engages the independently planned and scientifically screened arrangement of teaching methods, adapted material and equipment, reachable settings, and other intervention intended to assist students with unusual needs attain a higher level of personal self-reliance and success in community and school rather than would be accessible if the learner were merely provided access to a regular classroom teaching.
A program of special education must be customized to deal with unique needs of every student. Special instructors give a service continuum where learners have special needs obtain services in varying extent depend on the need of individual students. Programs of special education require being based on needs of individual learners.

Educational Setting
Educational setting refers to resource rooms in which a special program of education can be given to disable students. These students require special attention or have special needs that need to be address whether in regular or special classroom, but they need special instructions for teachers. These resource rooms must be taken place three hours a week. The inclusion model can facilitate such classrooms to support individual learner needs in a resource room. Resource rooms are instituted in basic, high and middle schools, as well as sometimes consultative approach are advisable in the high school setting (Morocco, et. al., 2006).
In the resource room, teachers have a challenging role because they need to take into consideration individual student needs before designing all instructions to meet the specific needs and to bring about the maximum potential of the learner. Parents and regular classroom teacher works in collaboration with resource room teachers to obtain full potential of students. In the resource room, students are typically tested and assessed because it offers a non-distracting surrounding and an opportunity to be successful. Every three years, a learner has to be re-evaluated to identify the eligibility of special education.
Issue Associated with Special Education
One of the key issues associated with special education is putting special need students in the mainstream classrooms. As a result, the educational progress of special need students may possibility at risk. Other key issue is associated with watered-down curriculum in resource room that restricts the potential of special need students, and do not provide them equal opportunity to prosper (Chambers, Shkolnik & Perez, 2003).
