The concept of welfare is strongly associated with government. In which States play an active role in the promotion and protection of the economic and social well-being of its citizens. The concept is based on equal distribution of wealth, equal opportunities and responsibility for those who cannot avail all the facilities for themselves. Australian government is trying their level best to spend huge amount of capital for the welfare of the society. Extensive welfare policies are prepared in order to increase the standard of living in Australia. Welfare State concept is based on equal opportunity for every one without any discrimination on race, ethnicity and culture (Gosta, 1990, pp 2-8). The meaning of welfare State is different for different countries. The common element in all countries welfare State is the concept of equal opportunity for everyone. Scarcity is regarded as one of the burning issue of contemporary world. According to IMF report, half of the world population lives on less than two dollars each. It means that, half of the world population is unable to live standard life. It is the responsibility of the State, to remove scarcity from the country by formulating effective and efficient welfare policies. Discussion

As discussed above, scarcity is regarded as one of the burning issue of contemporary world. Around half of the population of the world is living a life which is below standard. The level of scarcity is inclining by every passing day (Stebbing, 2009, pp 1-18). It is the responsibility of the government of every country, to protect support the needy people. Government and other health institutions have to take active part in diminishing the level of scarcity in every country.

In this assignment, I will critically analyze the measures that are taken by hospitals with respect to improvement and equal opportunity. I will analyze the overall hospital industry, in terms of equity and equal opportunity. The legal policies, rules and regulations are going to be discussed in this investigation. It has been found, that discriminative acts are practiced in Australian hospital industry. The discrimination is entirely based on social status. The individuals who are from the weak background are not admitted to treatment, if they don't have any financial back. This act is regarded as highly unethical. It is the right of every individual to get equal treatment, without any discrimination. Unfortunately, every country deprived individuals suffers from this fatal discrimination. This discrimination is highly associated with hatred of people towards government. In most of the under developing countries, the concept of unequal opportunities in hospitals is at peak.
