Introduction

The foreign polices and strategies devised by President Kennedy, were in stark contrast to the polices implemented in Eisenhower's regime. The Kennedy strategic team defined Eisenhower's policy making style as highly reactive, slow, complacent and highly ineffective in nature. It was due to this reason that President Kennedy made a conscious effort to be highly proactive in the context of the relevant global affairs of the country, in order to make timely and strategic moves. This philosophy of the presidency can be identified in the foreign policy adopted in the Cuban and Vietnam conflicts (Kaiser, 2000). The young and new President was highly motivated to install a catalyst in the White House bureaucracy and stream line the decision making process with the involvement of young and energetic stakeholders, so that the timely and relevant decision can be taken. Kennedy believed that his predecessors had already realized and accepted that the majority of the Latin American, Asian and African countries had been lost to the influence of communism.

Flexible Response Policy

The Flexible Response policy was predominantly a strategy implemented by the Kennedy political regime in order to counter the inefficiency and the skepticism of Dwight Eisenhower's New Look and its policy of Mass Retaliations. The flexible response policy was primarily based on the mutual deterrence at strategic, tactical, and conventional levels giving the United States authorities the opportunity and the capability to respond to aggressive forces present on the global political platform. These policies were not only limited to the nuclear war threat which was a highly threatening and relevant issue at the time, it was also focused on the threat of negative political ideologies.
