Introduction

There has been a lot written on the shift from government to governance in the United Kingdom and other countries (Newman, 2001). New opportunities have sprung up in which a range of people are involved in governing and this a chance for these people to be active in the policy making process. In the past these people had limited choices or were not part of the process. This is demonstrated by the increasing focus in government policy on society and community. Some people are of the view that these changes disguise the continuous outlines of government control, while for others it is a whole new opportunity in a different environment.

The shift from government to governance is viewed by analysts as credit that, due to complicated structure of society, and the boundaries to the resources of the federation, and in terms of neo-liberal terms, state lawfulness, the state is dependent on the assistance of the other players. Governance is described as processes that are increasingly complicated and dispersed societies where the state does not have the ability to rule on its own, there some form of societal array is realized, goals determined by policies detailed and services distributed (Atkinson, 2003 : 109-119).
