Political development is based on four pillars that are economic, social, environmental and global governance, which must be mutually reinforcing. The economic, social and environmental policies must all be considered and coordinated way and taken into account at the time of development and adoption. Other than these indicators, democratic indicators also play a significant role to measure the development in politics such as minority voting rights, female parliamentary quota. In addition, government and economic efficiency is also important such as GDP (Gross Domestic Product), protection of investors, trade across borders, economic freedom, and other related variables. Political stability and violence is also very significant measure of political development because it shows the increase or decrease in black markets, permanence of regime type, political stability, and terrorism incidents (Gurr 1994).
If the discussions on the measurement of political development are most often a technical aspect, this should not obscure technical issues related to the measure. The direction and content of these measures is not neutral. Their political, ideological and social are essential. The universalism of the measurement methods, data comparability, and the articulation of analytical and statistical concepts are examined in relation to countries and regions.
