Introduction

Any region or country cannot develop progress or work in conformity unless; a consensus exists between the public and government. The route to development and growth rests with happiness and loyalty of the public that it shares for the country. If a state takes reasonable care of its inhabitants and not only provides them with the basic necessities of life, but also ensures the establishment of justices and fair distribution of resources; then the public would itself be devoted to giving their expected return to the state, in terms of production, loyalty, sincerity and trust. However, if the state is negligent with respect to the rights of citizens, or takes undue advantage of the authority given to them, then it acts as a demoralizing and agitating factor for the people.

Discussion

When Barack Obama declared his candidacy, and then assumed his position as the president of the superpower, he promised that his presidency would help Americans to reclaim the meaning of citizenship, reinstate their sense of common purpose, and restore the vital trust between people and their government. Although the initiatives taken to reconstitute the submerged state, appeared to be contrary of such goals and promises, however, with the passage of time, they proved to be crucial to their achievement. The extent to which the government has succeeded in achieving the promised objectives, it diffuses the power of special interests relative to that of the public.

In his first fourteen months, in the presidential office, Barack Obama accomplished numerous of his major goals with respect to social welfare policy. In the area of tax expenditures, the Obama administration succeeded in the creation of new and expanded policies for low to moderate income people (Mettler, 2010).
