Policing in Kelsey: Budget Report

Introduction

This paper discusses the budget of the Kelsey city. It has been observed by the citizens of the Kelsey city that the crimes in the city have increased at rapid pace. This is the main reason why the residents of the Kelsey city are demanding to increase the number of the police officers in the town. One of the reasons of increasing crime rates is the increasing population of the Kelsey city. The mayor has given the briefing and said that the crime rate of the last year was the highest in the history of the city. The federal government decreases the budget for the city. Now as the budget director, in this paper I have to overhauls the budget of the city for the upcoming year. This paper has highlighted that how the changes will affect the fiscal cycle of the budgeting. Moreover, this paper also highlights that how the execution, preparation and evaluation of the budgeting would change. The selection of the budgeting approach and reason of selecting this approach is also done in order to support the budgeting approach. This paper also purposes a plan to address the increasing crimes trend in the city of Kelsey.

Discussion

Budgeting plays an important role in every company for the better, effective and efficient utilization of the available resources. Budgeting also helps the organizations to know that what are the required resources that would make the operations more efficiently and effectively, it also assist the organizations to understand the system and run the organization smoothly. In the public organizations, especially in government budgeting reflects the policies and the future intentions of the administration or the government. In order to better understand the budget one should be aware of the purpose and the functions of the budgeting. Before highlighting the budgeting approach it is necessary to have a fair idea about what is a budget and how it is important for every organization either it is government or commercial(Alesina & Ardagna, 2010). A budget is basically a financial plan that which contains that list of the expenditures and the revenues which are planned or predicted through different methods. A good budget plan can influence the organizations, and in the public sector a good budget plan can be a reason of good governance and the prosperity of the residents of the country or the city.

Changes and Affects In the Fiscal Cycle and Budgets

This paper will highlight the budget cuts which are made by the federal government and its affect on the fiscal cycle of the city of Kelsey. The mayor the Kelsey city has been assigned a duty of reviewing and decreasing the budget of the police department. The reason behind that is being the public safety tax which is 15 percent.
