Introduction

Performance assessment (PA) is often one of the most important human resource developments (Boswell and Boudreau, 2002 34, Judge and Ferris, 1993 34) and is considered one of the most researched topics in work psychology (Fletcher, 2002 34). PA is increasingly part of a strategic approach to integrating HR and business policy and is now a generic term for a variety of activities through which organizations seeks to assess employees and develop their competence, performance and distribute rewards (Fletcher, 2001 45). Frequently used format in this context is often Balanced Scorecard (BSC), recommended an integrated performance management system measurement, strategic and short-term action plans (Kaplan and Norton, 1996). In addition, BSC is a widely used management tool in which managers reported more than acceptable satisfaction (Malina and Selto, 2001 234, Rigby, 2001 34). However, the majority of existing literature on the BSC or regulatory requirements or uncritical reports on the progress BSC (Ahn, 2001 12, Malina and Selto, 2001 34).
