McGill started the paper with the discussion that after the catastrophic event of 9/11, American Foreign Policy has been change and the government is the state of implementing counter-terrorist measures. According to the writer 9/11 has highlighted a number of factors that are associated with communication and transfer of information by the intelligence agencies. The event raised the issues of negligence and below standard measure taken by U.S. intelligence and identified the need of improvement in the particular field.

The first thing to note is that we have traditionally tended to see the fight against terrorism as a phenomenon within. In virtually every country, in the democratic world, there are service-oriented interior. This is the case of the FBI in the United States, etc. External threats are assigned to other intelligence services; such as the CIA in North America. We now understand that terrorism is a global phenomenon, trans-border and international, and, therefore, these devices with a national severe partitioning are a handicap. There is talk of terrorism, without trying to understand the thoughts of players and movements. Even Al-Qaeda, which, in my opinion, does not exist - is a virtual organization. It existed in his day, as recruitment and logistics base for the Afghan resistance. We connect with Al-Qaeda, are "old" Al-Qaeda, which "spread" in the country and are not related functionally to a structure to be called Al Qaeda. Al Qaeda is an organization of people who know and share their knowledge, but still does not exist as an organization; these issues should have been highlighted in the paper.

If the IC can continually find ways to better share information, it may allow threat streams to come together like a puzzle. Different agencies under the IC specialize in different types of collecting, and reporting. ...
