Ethics is a set of principles that establishes what is right and what is wrong for individuals and organizations use to guide behavior. IT require new ethical issues, because they generate benefits and costs both for individuals and companies, creating opportunities for change for social progress, but threaten social values and patterns of distribution of power, money, duties and obligations inducing crime (Zwass, 2012).
Ethical and social policies intertwine, individuals know how to act as social institutions (family, organization) have rules of behavior associated with laws developed in the political sector, but due to the rapid changes it is difficult to adapt them. The information society has different action levels: individual, social and political with new technologies require ethical, social, political and moral dimensions with necessary: rights and duties and information about the property, and system quality of life, providing accountability and control (Smith, Dinev & Xu, 2011).
