One of the reasons mentioned in the article, is that teachers are at times burdened by the cumbersome bureaucratic procedures (June, A. W.2010). I personally agree to this reason. Whether it is under the guise of budget cuts or something else, the red tape that is often involved in schools, nearly destroys all sort of creativity that exists within the teaching staff.
