Abstract

The purpose of the study is to explore the critical internal and external factors that affect the organizational leadership of the higher education. The research questions basically involve the higher education's philosophies of leadership and approaches to leadership development, factors influence the selection of services, targeted populations, and desired outcomes, and physical, financial, human, and other resources required by the higher education. Purposeful sampling in qualitative research involves the intentional selection of the individuals and site to be studied. The interview questions will be constructed fulfilling the research aim which will answer the variables of the research study and its qualitative study. The sample size for the current study was expected to result in rich information that would help close the knowledge gap identified in previous research.

CHAPTER 1: INTRODUCTION

1.1 Introduction

The proposal aims for the critical factors affecting the organizational leadership in higher education. Access and opportunity are key concepts associated with higher education. The demand for access to postsecondary education is increasing at the same time that financial resources at the state and federal levels are decreasing. Little research has been completed regarding HECs or organizational leadership within the context of HECs. The section includes the problem statement, research questions, and contribution of the current study in existing knowledge, process of conducting the study, differentiation factors of the study and the literature gap or research of the study, if any.

1.2 Background of the Study

HECs evolved as a response to increased demands for postsecondary educational access and opportunity (Nayar, 2006). HECs provide lower and upper division courses and programs in a central location. The course offerings are provided by community colleges and 4-year colleges and universities (Tampone, 2009). HECs face several social concerns that the present study addressed. One such concern is competition for scarce resources, including state funding appropriations requiring institutions of higher education to be more competitive and accountable for measurable outcomes (Abel, 2008). A second social concern for HECs is the need to provide institutional data supporting their effectiveness and efficiency in addressing growing demands for public accountability. A third social concern for higher education in America is captured in a report provided by the Commission on the Future of U.S. Higher Education.

1.3 Problem Statement

It is not known how and to what degree or extent the demand for access to higher education opportunities is increasing, even as financial resources for education are decreasing at the state and federal levels (Windham et al., 2001). Educational systems have responded to the problem in various ways, including the development of HECs. Little research on factors that affect the organizational leadership of higher education institutions is currently available (Mulford, 2007). The specific problem is that the leadership is at risk of making decisions that do not position the organization to compete effectively for diminishing state allocations unless an understanding of the factors influencing the leadership is gained.
