The FBI is under the leadership of its CEO. It is surrounded by a support service to politics responsible for processing records relating to the strategic planning and monitoring, the management of resources and personnel, management of judicial information and international collaboration. It is further subdivided into 27 departments and devolved central 6-performing their missions through constructive interaction and teach (Fields & Wilke, 2003).
Harmonization between the levels
The harmonization between the two levels is optimized using a strategic planning process. This process provides managers with an overview on the use of means and goals. For some aspects, the directors have specific skills they are entitled to run freely (e.g. the implementation of the investigative capacity within the PJF in order to carry out the missions of the judicial authorities), but most of the time they need each other to carry out their own missions.
