The potential for government to make changes in technology has been emerging since many years. Since computers started to appear in government organizations, officials started to predict that there will be major changes in technology to assist public, as well. With the emerging information and communication technologies (ICTs), all organizations begin to consider government as the information age government. With the widespread use, of the Internet by both society and the government, seems to offer real possibilities for change in citizen-government relationships just as new channels of communication and transaction have opened up new possibilities for the relationship between shops and banks and their customers in countries with high levels of Internet penetration (Ali, 4).

The key threats to security that the government has observed in the country can be categorized as follows:

Worms that are malicious computer codes that disrupt government systems; those are deliberately targeted and picked up from the Internet accidentally.

Usage of online techniques by one country on another to get political or economic pressures for the other country.

Theft of intellectual property with both commercial and national security implications.

The paper discusses online fraud as a global information security issue in different aspects, its historical context, tools and methodologies of online frauds, cases evidenced in the history and how it effects the business organizations

Online Fraud Cases

One of the cases of cyber crime cases is that if Matthew David of Raleigh, N.C.; he was guilty of creating a website the allowed the downloading of copyrighted movies, and television programs illegally my millions of internet users. He designed a majority of element at “Ninja Video” to allow users to downloaded illegal movies and television programs illegally in superb quality. Most of the videos on the website were so recent, that a majority of them were still playing in the theatres, while the others were not even out (USDJ, 2-10).

The Website was not for profit as the visitors were able to download the content for free, but had the options to make donations allowing them to become primary users. Prime users would have access to special online forums, and the right to request infringement material, which the administrator would try to fulfill. Smith and his co-workers were able to acquire more than five hundred thousand dollars in two and a half year run through agreements with online advertisers.

The website was online for approximately two and a half year, and made more than five hundred thousand dollars fir the owner and the co-conspirators, attracting millions of users and fans. It took great efforts of the related authorities to understand and take actions against the offender. The investigation on the issue was made by Homeland Security Investigations which led the National Intellectual Property Right Center, more commonly referred as IPT center.
