Although HPWPs may not yet be prevalent within health care settings, there are indications that the positive outcomes demonstrated in other industries would also be achievable in health care, given the evidence that salient constructs (e.g., relationships between job satisfaction and turnover intentions) have been shown to be analogous across these settings (e.g., Irvine & Evans, 1995; Taunton, Boyle, Woods, Hansen, & Bott, 1997; Vandenberghe, 1999). Also, several recent analyses have demonstrated an association between one or more HPWPs and outcomes of interest in health care settings. For example, West and colleagues (2006) found a significant association between several HPWPs and patient mortality in a study of 52 National Health Service (NHS) hospitals. Similarly, in a study of 146 Veterans Affairs Centers, Harmon and colleagues (2003) found a significant association between employee involvement and both employee satisfaction and service costs.

The prescription to reduce these costs and save the expensive dollars of government Dr. Wilson states that comprehensive plans are needed that would reduce the burden of preventable diseases, make delivery more effective and would be able to reduce the non clinical costs and promote decision making capabilities. For the private health care center of America, Dr. Wilson says that they are a great asset to the health care system of the country. The products and services that are provided by them have a direct affect over the health and lives of patients. Prescription given by Dr. Wilson to the private sector is that the private sector should be more focus in providing healthcare to the patients and for the prosperity of the health care system rather than thinking of the private sector as a business. For the government of the country, Dr. Wilson says that the policies and legislations that are put in charge of the healthcare system are working against the officials that are concerned about the healthcare system of the country.

The analytic framework for our case study research was an evidence-based, conceptual logic model we developed during preliminary work associated with this research study. This logic model identifies four HR “sub-systems” or “bundles”(organizational engagement, staff acquisition/ development, frontline empowerment, leadership alignment/ development) that potentially interact with the care system to positively impact quality. All of the HPWP subsystems were explored in the case studies, with priority given to the “organizational engagement” bundle based on recommendations from an Advisory Panel composed of HR researchers and practitioners. A handout providing explanations and definitions of the HPWPs for this study was given to each key informant during the interview process to help ensure consistency of understanding about definitions and this conceptual framework.
