Introduction

In November 2010, Prime Minister David Cameron has launched a major national consultation to measure "what matters" to the British. Under the auspices of the Office for National Statistics (ONS), important debates and surveys got conducted across the country, inviting many people to participate in the development of an "index of national well-being”. The approach gets intended to both participatory democracy and technology, with the help of experts from diverse backgrounds (Allen, 1981, pp. 430).
