The purpose of this paper is to develop a strategic plan for City of Kelsey in which we have to identify appropriate stakeholders and potential barriers faced when creating stakeholder power base. Mission of Kelsey is to facilities without sacrificing charm of the small town. In recent years, the concept of stakeholder (stakeholder) is, without doubt, one of the most important contributions to the field of business and other activities. This concept expresses a moral imperative by which managers will need to consider the interests of all stakeholders. It is most generally accepted phenomenon that considers stakeholder employees, customers, suppliers and the community, as well as shareholders and other investors to be the most important aspects of any given business (Goodpaster, 2009).

Stakeholder is defined as those individuals whose actions could affect the overall functioning and reputation of the company itself.
