The following analysis is the Case study Mayor Schell's Zero Homeless Family Strategy. This debate would be analyzing the four policy choices of Mayor Schell that were part of the strategy for the homeless and detailed upon the pre-Implementation and Design Strategies of Mayor Schell. This debate would also be analyzing the four practical outcomes of his choices accordingly reconstruct four steps took by Mayor Schell in order to re engineer the program and shaped the original objectives. The debate would be concluding by analyzing the strategies but also the four reasons for the importance of conducting assessments prior to the new program implementation.

The four policy choices of Mayor Schell that made as part of the strategy for the homeless were the few district plans that include design guidelines chosen by residents to preserve the character of their neighborhoods.
