Introduction

In civil engineering, management has been implemented extensively from the earliest days, what is usual reflecting on massive finance investment involved in projects understanding. It could be said that of modern civil engineering, management is an essential universal tool. Efficient management is essential for typical operation of not every single system in company, but for the whole building company as well.

Applying modern technique and technology, building industry must be rooted in management concept particularly, since civil engineering is distinguished by complexity and variability of technological processes, which is attributable to specific and different nature of building industry. Consideration of particular nature of building industry in comparison to the other domains of economy, specialized application of management in civil engineering is quite imperative. (Zlatanovic, 1998, p.637- 40)

Over the last 50 years, the construction organisations' business environment has experienced considerable alteration. Construction management, consequently, has had to act in response to subjects for instance growing levels of expectation of client, aggressive competition, globalisation of the construction economy, and tight margins, in addition to the “inherent” obstructions to working in the sector, for example fragmented production methods, disjointing of construction and design, adversarial associations, and an unwillingness to innovation and adoption of information technology. Moreover, the issues of meagre and unstructured training, poor communication and multi-tiered management systems, offer less than best possible conditions for attaining high-class products on time and to budget. To address these issues, one approach is through the notion of employee empowerment.

Employee Empowerment

There is no doubt that interest in the concept of empowerment of employees is an essential and decisive for institutions and companies, especially in light of the trend towards adoption and implementation of modern management concepts such as management of total quality, re-engineering of administrative processes, and overall planning of performance.. Accordingly, companies and institutions in the construction industry is in dire need to adopt an organizational culture and management practices that fit the requirements of modern and contemporary developments. In the competitive era of technology and globalization, the world has done much advancement and has achieved the success beyond human imaginations. The globalization has brought the entire globe on a single platform. It has given the businesses opportunities to expand and increase their productivity and profitability. The organizations do chase their competitors in order to stand out and be the leader of the market and the economy. For this purpose, effective strategies are required that give business a planned direction to follow. These strategies are thus, bring into practice by the labour force of that organization.
