One innovator of the practice and conceptualization of issues management, Raymond Ewing, featured its functions as giving “public policy foresight and planning for an organization” (1987, p. 1). This sort of thinking prompted many who studied issues management to feature the role of futuristic thinking. These seers wanted to understand how issues emerge and mature.
