The HR department provides variety of services to different users. Three key users of HR services are:

Employees

HR coaches and guides the employees related to their individual or team performance as per the need of organization (www.cmu.edu).

HR resolves issues of employees and answers their queries regarding organizational policy and practice (www.cmu.edu).

Management

HR works with the management of an organization for ensuring that employees understand the organizational strategic direction and develop opportunities to help management discuss strategies with employees (Anonymous, 2010, p.4).

HR consult with the management about how effectively they can enhance performance of an organization considering all the parts of their system such as structure, employees, abilities, values, culture, and others (Anonymous, 2010, p.5).

External Customers

External customers want organization's HR department to be responsive to their issues and besides being responsive their services must be speedy and accurate (Hirsh et al, 2008, n.d).

HR of an organization (in most of the cases) provides a customer service representative that helps customers regarding their concerned issues and thus facilitate them. Further, HR department has to ensure the satisfaction of external customers by continuous measuring and monitoring of their needs and demands fulfilment.

Effectively Prioritising the Needs of HR Service Users

The HR is responsible for fulfilling the needs of all its key service users i.e. employees, management, and external customers. With variety of conflicting demands, ranging from trivial to crucial, the HR department has to be able to maintain a system of prioritisation for all the demands while ignoring none of them. In order to effectively manage needs of its service users, the HR department requires weighing up the effect of each and every demand to the organization as well as individual and then making their decision accordingly (www.howitoo.com). For example, management wants to bring the change in an organization, but the employees are opposing to this change. In this case, an effective HR department have to work with both groups to find the right balance while evaluating the impact of these on an organization. The HR must resolve this issue by focusing on overall needs of a firm; ensures that management understands why the employees are opposed to this change; and help employees understand the importance of this change and support them in coping with it.
