In this assignment, we have prepared a MACS Unified Command Plan with respect to terrorist attacks in Washington DC. A unified Command Plan is a action plan prepared by the federal agencies and approved by the President. Its main purpose is to plan and design a structure of operational guidelines for all the relevant authorities. We have analyzed that bombing, explosion; firebombing, nuclear weapons can cause a massive destruction in the given scenario. Therefore, in order to implement a unified command plan, we need to assess the attacks, its related risks, its impact on the humanity and infrastructure, and available evacuation possibilities. In the next section, we have discussed the departments and responders of the plan applicable in the given situation including their roles and responsibilities during crisis situation, and consequences management. In addition, implementation of National Mutual Aid and Resource Management program is also discussed. Furthermore, we have analyzed the countermeasures taken by Military and law enforcement agencies and organizations under Unified Command Plan to avoid terrorist's attacks in future. Lastly we have discussed the role of technology and its impact on the plan.

Unified Command Plan
The Unified Command plan is comprised of operational guidelines and description of components of commands and controls assigned to armed forces. It also states the status of Armed forces' organization, disciplines, training and resources areas that lie under the authority of Congress. UCP is a part of US military policy and procedures. According to the definition of the Department of Defense or DOD, UCP is a document of elementary guidelines for all unified commanders regarding determining their goals, responsibilities, and armed configuration. In addition it also includes duties and responsibilities assigned to commanders on basis of geographical division and functional division. This document is required to be approved by the President of USA. It is reviewed and updated after a time period of two years. Although it can be updated as per changing political, monitory, and strategic requirements any time during the years. It is mainly responsible for taking care of the national Security Strategy, Defense Strategy, Military Strategy of USA and existing UCP. In addition it also takes into account the strategic issues for example; war with Afghanistan, economic conditions globally, relationship with allies etc. All the commands are finally decided by the mutual consent of President and senior DOD of military and civil legislatures. Senior service leaders of Defense and National Security Council assess it before submitting it to the president for approval (International Security & Counter Terrorism Reference Center, 2012).
