Introduction

The purpose of this study is to expand the boundaries of our knowledge by exploring some relevant facts relating to Local, State, and Federal Partnerships. In the first assignment, the author will explain the chain of command structure when receiving information about a possible act of terrorism and review the NRF and the NIMS in reference to terrorism. In the second assignment, the author will explain memorandum of understanding. Moreover, the author will also explain why it is advantageous to have a reciprocal emergency response agreement with the town or city which adjoins your town or city.

Assignment A

The chain of command structure

The Incident Command System (ICS) is the combination of facilities, equipment, personnel, protocols, procedures and communications operating in a common organizational structure with responsibility for managing resources allocated to achieve the relevant objectives effectively to an event. The chain of command structure when receiving information about a possible act of terrorism is characterized as a flexible system in the city and serves to meet terrorism incidents of any size and complexity. It is standardized to allow quickly adding staff and other resources from different institutions, a common management structure that is effective and efficient (Jones, 2006).

If the incident is confirmed to be the work of terrorists, it will require a Plan of Action. In all incidents, when started, the action plan is developed mentally by Incident Commander and communicated verbally to his subordinates; this plan is called an initial Plan of Action. As the incident increase in magnitude or add more complexity and resources required to implement and also multiple operational periods, the Initial POA should be in writing. The Incident Commander is the one who will set the objectives, strategies, organization and identifies resource needs in the terrorism incident and is guided by policy, protocols and procedures (John, 2007).

If the incident is confirmed to be the work of terrorists, it will require a coordinated effort to ensure an effective response by using safe and efficient use of resources. We must work together to respond appropriately. Coordinate the effective use of all available resources is not easy. You need to have previous agreements and formalize a management structure that provides direction and operation, effectiveness response and efficiency. The Incident Command System that provides structure will be based on eight functions:

Operations

Logistics

Administration and Finance

Security

Public Information

In small incidents, all these functions may be assumed by one person, the Incident Commander. In the case of terrorism related incidents that demand a greater workload or specialized resources such can be delegated.
