The tri council for the nurses which included the following organizations ANA, NLN and AACN also formatted a policy regarding the education of the nurses. It was stated in the policy that the current medical and health care development requires the induction of nurses who were having evidence based knowledge of medicine and should have effective communication and leadership abilities (Ali, 2010). To have these skills in the nurses looked for higher education levels. In order to satisfy the prevailing need of present and future needs of healthcare it was necessary that a policy should be prepared in which the effectiveness and efficiency of the nurse can be evaluated under literature evidence. It was made a mandate that nurse should have a baccalaureate degree (with evidence based practice) related to nursing and it should be completed with the initial 10 years of licensure.
This was made compulsory because the eligibility criterion for the nurses needs to be maintained for unrestricted practices as a registered nurse in the relevant state (AACN. 2010a). An exemption was provided to the nurses that already licensed to meet the requirement of the legislation and also the nurses that are enrolled in the diploma programs and associate degree during the time of policy enactment were exempted by the legislation (AACN. 2010b). It is also evident that the health care structure now required a large number of highly educated nurses so that they can be able to play the role of a nurse and simultaneously can act as a scientist, teacher, specialist, leader and primary care providers in the new concept of the health delivery structure. Tri council also encourages all the nurses without giving much importance to their entry point into their profession, to continue their education programs that can give them bachelors, masters or doctorate degrees. The aim of this paper is to show support towards the actions taken by the policy makers regarding the advancement of education, while the complexity of care has been increased, there will be a shortage of qualified staff and projection nurse shortage.
