Introduction

Aim of this paper is to describe the process of a policy becoming enshrined in an Act of Parliament. We will starts policy procedure from a draft proposal for new alteration that called a Bill. Before bill come to the parliament, appropriate minister is require to must convince the Cabinet to process with legislative proposal through Cabinet Minute. After agreement of Cabinet, policy matter is passed to the Parliamentary Counsel office to draft Parliament Bill to consider. The whole process is taking around 7 month's period. All the steps are interlinked with each other where one task is dependent on the completion of another.

Proposed Law

Basic need to originate the bill is come from its commitments during the election campaign and from research on specific matters of concern. The concept or policy behind any particular law can arise from many sources. These sources can be a government department, trade or consumer associations, and an international or regional treaty. However, the government, which generally sets the policies, may also have a plan for laws that it would regard as necessary. The Cabinet is required to provide policy background context for new legislation. There is needed to be required of enough information for Cabinet members to easily understand policy purpose and reason behind to develop such policy. Any risk if associated with policy is also need assist by Cabinet members. They have a right to discharge policy or may ask for further recommendation in case of missing clearness

The Legislative Process

Next step after analyzing the purpose of law is legislative process. An instructor officer is required in making a contact to Drafting Office whose role is to prepare the legislation that is clear and must free from ambiguity. If there is any uncertainty about implication of policy during the time of drafting stage then it must need to quickly resolve to avoid any future hurdles. Legislation is a formal and express lying down of regulations of conduct for the future. However, the differences are usually mild and follow a somehow, a common ground. The process of a policy to be formed an act of parliament is need to be follow which start from green paper.

Green Paper

Green papers are conditional proposals which the concerned government minister issues. These are discussion or consultation papers which set the proposals of government while they are still looking for public comments along with taking shape. Generally there is no particular obligation for an introduction of a green or white paper prior to introducing a bill in the house.

White Paper

Once green papers process completes the white paper will present to the parliament. The white paper is an explanation of proposals and policies for legislation. The White Paper is published and made available at the time of publishing of the relevant bill. These papers are consultation documents for the relevant proposals.
